ESSENTIAL DUTIES AND RESPONSIBILITIES: Oversees the operation of the Department of Human Resources in such a way as to enhance the morale of school district personnel, promotes the overall efficiency of school personnel, and maximizes the educational opportunities and benefits available to each individual child. Ensures implementation of strategic recruitment and staffing plan for all levels and classifications of employees. Recommends to the Superintendent employee promotions, transfers, reassignments, leaves of absence and terminations. Oversees employee performance evaluation processes. Meets with all certified staff regarding contract non-renewals and/or placement on summative evaluations, in accordance with state regulations for contract notification and the Teacher Dismissal Act. Provides leadership for managers and supervisors in human relations skills, conflict resolution, sexual harassment issues, drug awareness and human diversity issues, and other issues pertaining to employee management. Oversees a system for personnel record-keeping, processing of new employees and preparation of contracts for all personnel. Acts as District Ombudsman. Serves as the District Superintendents designee for grievances, both community and employees. Implements the policies of the Board of Education, and appropriate administrative regulations, at the District level. Oversees goals and established policies, procedures and standards for administering the accountability & assessment program for the school district. Provides leadership to ensure that initiatives related to administration are results-oriented and aligned with the Districts purpose and strategic goals. Coordinates the districts long-range strategic plans for growth and development, school renewal planning, and continuous improvement efforts. Develops forecasts, reports, and recommendations that support the districts short- and long-range planning decisions. Monitors schools adherence to regulations concerning School Improvement Councils (SIC). Creates annual school and district enrollment forecastsand determines school allocations. Receives and acts on requests for student transfers, including those into and out of the school district. Advises school and district administration on personnel matters. Oversees the evaluation of school-level administrative personnel. Serves as the state liaison to the South Carolina Department of Education for the principal evaluation process. Develops the annual budget for the operation of the division and takes responsibility for the administration of the budget. Interprets all administrative district policies and programs to the faculties, students, and to the general public, and conveys to the Superintendent concerns of these groups. Interacts and communicates effectively with various groups such as administrators, teachers and staff, Board Members, State Department of Education personnel, elected officials, personnel of other school districts, and attorneys. Participates in the Districts public relations program to keep the public informed of the activities, needs and successes of the schools. Serves as the primary point of contact with the districts legal team. Verifies all termination procedures and documentations. Attends all scheduled and called Board Meetings. Researches, gathers, summarizes and analyzes data to provide accurate information for briefs, reports, contracts, grant proposals, correspondence and presentations; to develop, evaluate and project program goals and/or strategic plans; and to develop and propose recommendations. Coordinates, directs, and reviews the works of others, internal and/or external, in order to ensure that assigned tasks are completed accurately and in a timely manner. Supervises employees to resolve complaints and other personnel matters in accordance with state and district policies, procedures, laws and regulations. Develops and ensures compliance with administrative regulations. Ensures compliance with federal, state, and school board policies and procedures. Ensures appropriate staffing in relation to student population growth, long-range and short-range personnel needs. Monitors legal actions, maintains appropriate files and apprises Superintendent. Identifies and seeks solutions for problems on all administrative matters and when appropriate bring to the attention of the superintendent and Chief Officers. Attends training seminars and conferences, and conducts research to stay current in trends in human resources and educational administration. Coordinates the development, maintenance, updating, and distribution of School Board policies and ensures compliance with Board rules and applicable federal and state laws and regulations. Within the scope of the SC Charter School regulations, serves as the liaison and provides oversight to district sponsored charter schools. Serves as the liaison with foreign exchange student organizations. Performs other duties as may be assigned by the Superintendent. JOB SPECIFICATIONS EDUCATION and/or EXPERIENCE: Doctorate preferred, Masters Degree required with a concentration in human resources, school administration, or related field. Minimum of five years of experience in human resources leadership or school administration. Must have demonstrated skills in leadership, organization, administration, and public relations. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. CERTIFICATES, LICENSES, REGISTRATIONS: Education Certified Applicants Valid South Carolina Certificate in one of the following areas preferred: Elementary or Secondary Principal (Tier I, Tier II) Elementary or Secondary Supervisor Superintendent Non-certified Applicants SHRM-SCP, SPHR, or PHCLE certification. SUPERVISORY RESPONSIBILITIES: Manages and directly supervises certified and classified staff in the Division of Human Resources and Administration.
